Fabio JIMÉNEZ

Fabio Jiménez is a Senior Migration Governance Specialist and Head of the Labour Mobility and Markets, within the Labour Migration Unit at IOM Headquarters in Geneva. Since joining IOM in July 2018, Fabio has held leadership roles at both headquarters and regional levels, including as coordinator of the Labour Migration Unit for the Western Hemisphere Program (WHP) in Mesoamerica and the Caribbean, based at the IOM Regional Office in San José.

In his work under the WHP, Fabio has designed and implemented regional and national initiatives to strengthen the capacities of government and private sector organizations. His areas of expertise include ethical recruitment, bilateral labour migration agreements, migration data, labour migration schemes, and labour market information systems. He has also contributed to policy development and migration governance, notably supporting the implementation of Migration Governance Indicators at the national and local levels.

As Head of the Labour Mobility and Markets, Fabio contributes to the design and implementation of complex projects, engaging with governments, UN agencies, international organizations (such as the World Bank, OECD, IOE, and ILO), and NGOs. He has helped to develop a new portfolio on skills mobility partnerships.

Fabio holds a doctorate in Public Policy and Governance from the University of New South Wales, Australia, as well as two master’s degrees in Program Evaluation and Political Science from the University of Costa Rica. He also holds a diploma in European Studies from ITAM, Mexico. Before joining IOM, Fabio worked extensively in development fields such as agriculture, rural development, environmental policy, foreign trade, and education. He has collaborated with multilateral organizations including ECLAC, ILO, UNICEF, and the Inter-American Institute for Cooperation on Agriculture (IICA), and has served in the Costa Rican government and as a postgraduate lecturer at the University of Costa Rica and the National University.

Fabio is committed to IOM’s holistic approach to migration, which integrates development, migrant protection, and governance. His vision is to enhance IOM’s impact by promoting accountability, effective coordination, and the inclusion and empowerment of migrants in all aspects of the organization’s work.
